NATIONAL ELECTORAL COMMITTEE GUIDELINES FOR THE 2018 GENERAL ELECTIONS OF NATIONAL OFFICERS

The NIS 2018 National Electoral Committee (NEC) wishes to notify all members of our dear Institution of the following Guidelines; to guide the Aspirants and Electorates, (having complied with Sections 5.1 and 5.2 of the 2015 Amendments of the NIS Constitution) before and during the forthcoming elections in June 2018, at Bauchi, Bauchi State:
(i) All offices listed in section 5.0 of the Constitution, except that of the President, will be contested for, at the NIS General Elections slated for Wednesday 20th June, 2018 by eballot voting, from 8am to 6pm same day

(ii) The 2018 NEC wishes to state that the elections will be conducted in strict compliance with the provisions of Section 5.2 of the NIS Constitution. For the purpose of emphasis, members who might wish to contest for any of the available positions are invited to pay particular attention to the following sections of the Constitution:

5.2(i & v) Candidates wishing to stand for election shall be active and Financial Corporate Members; and Only Financial Corporate Members are eligible to vote.

5.1(ii) The Deputy President shall be elected only from among former Vice Presidents. In other words, an incumbent Vice President is not eligible to contest for the position of Deputy President.

5.4(vi)All other elected officers of the INSTITUTION shall hold office for two years, but shall be eligible for re-election provided that no officer may serve for more than two consecutive terms in the same office.

(iii) Prescribed Nomination Forms and Agent Registration Forms are available at the office of the Secretary General for free.
The forms are to be completed in duplicate and returned to the National Secretariat not later than Thursday, 22nd March 2018. It is to be noted that under no circumstance will any nomination form be entertained after this date. Prospective candidates are therefore well advised to follow up their applications after the nomination forms have been submitted for endorsement by the Chairmen of their respective states.
(iv) All candidates should send a clear 5” x 7” picture for use for the electronic election to the NIS Secretariat on or before 8th June, 2018.
(v) The 2018 NEC will arrive Bauchi on Sunday, 17thJune 2018and shall meet with all Aspirants alongside their Agents (maximum of 2 agents per aspirant) on Monday, 18th June 2018 by 5pm.

(vi) Only accredited agents of the contestants may have access into the election hall in the course of elections. Please note that Agent Accreditation will be done during the meeting of (v) above.

(vii) The NEC will commence accreditation of eligible voters and issue e-ballot papers, at the election venue, from 12noon on Tuesday 19th June 2018.

(viii) The NIS National Secretariat shall provide all necessary information and logistics, required for accreditation of eligible voters, namely financial status and corporate membership status of members of the institution latest by 15th May 2018. Eligible voters shall only be required to provide a means of identification, i.e. Nigerian National Identity Card, National Voter’s Card, or National Driver’s License with the names and clear picture of the eligible voter.

(ix) The NIS Secretariat will also provide NEC with Laptop Computers, robust internet facilities and service printers for production of ballot papers and voting in the voting arena for members who wish to vote within the arena.

(x) In view of (viii) above, all payments and indebtedness be cleared before 30th April 2018 and the list of corporate financial members shall be made available by the NIS Secretariat. This will enable early preparation of the list of eligible voters within the scheduled time.

(xi) Furthermore, complaints by members and resolution of accounts end on 14th May, 2018, and a final list of corporate financial members as prepared by the secretariat to be ready by 15 May 2018.

(xii) The NEC will neither receive payments, nor honour payment slips/teller/print-outs presented by members; or any other form of financial and corporate membership statuses, except as stated in

(xi) above. Eligible voters are therefore advised to update and upgrade their statuses with the NIS Secretariat before the stipulated deadline.

(xiii) There will be a Manifesto Night on Tuesday 19th June, 2018 at 5pm prompt, at the AGM/Conference venue. Aspirants are expected to be brief and to-the-point; and will be required to lodge a hardcopy of their manifesto with the NIS National Secretariat (which will also provide all the logistics for this occasion), via the National Electoral Committee.

(xiv) Campaign posters more than A4 in size will not be allowed. Unorthodox media of campaign such as the use of drummers, chanters, singers, microphones and loudspeakers will not be allowed. All campaigns shall cease by 12 midnight on Tuesday 19th June and candidates must ensure that all campaign materials and posters are removed from and around the venue of the election by that time. Please note that violators will be disqualified from contesting in the General Elections on Wednesday 20th June, 2018.
(xv) Members are not to be forced to vote against their wish by way of block voting, threats to their practice or any other means that violates the secret ballot system which is individual voting by interest.
The Chairman and the entire NIS 2018 NEC, hereby appeal to all members of our noble Institution, all Aspirants and the Electorate to comply strictly with these guidelines to ensure a free, fair, hitch-free, and successful election year outing.
